An $18 "horse dress" bought online has upstaged Melbourne's most stylish on the biggest fashion day of the spring racing carnival.

Colour and classic styles, with many women drawing their 1950s and 60s inspiration from the popular TV show Mad Men, were the order of Oaks Day at Flemington.

But Cairns resident Jaydee Paino stole the fashions on the field show - and the $100,000 in prizes - in her first time in the competition.

The 25-year-old bought her vintage outfit online for just $18 after typing in "horse dress".When the steeplechase print dress arrived from Nashville, Tennessee, Ms Paino and friend Nigel Vogler took it apart and got to work transforming it into a 1950s style with a full skirt.

"I love the whole Mad Men style," Ms Paino said.

"I think it's so appropriate for a day at the races."

Supermodel Jerry Hall and daughter Georgia May Jagger, both wearing Vivienne Westwood, were the big celebrity drawcard for Ladies Day.

Posing for the cameras, Hall described Australian fashion as "gorgeous".

"We just got here but we've got our eyes out. Georgia and I have seen a few that we think are possible contenders."

The Birdcage hasn't got back to the heights of 2007 but it has bounced back from a downturn during the global financial crisis.

"Probably we're not back to where we were in say 2007 but I'd say we're on our way to getting back there after the GFC," VRC chief executive Dale Monteith said.

Some of the 36 corporate marquees are there purely to entertain customers and friends of the business, not celebrities, socialites and footballers.

Tabcorp ties its long-time membership of the Birdcage with the busiest time of year for its TAB business, which does about $400 million in turnover over the four days at Flemington.

Emirates has spent $5 million in total on its sponsorship and hospitality for the Cup, for which it has naming rights.

"I believe it's good value for money. It's so unique," Emirates divisional senior vice president, corporate communications, Boutros Boutros said.

This year, weather permitting, Emirates will fly an A380 over Flemington before the main event on Tuesday.

Several of the big name stars at this year's carnival hit the Birdcage marquees for Derby Day: Dame Edna Everage, reality TV star Kelly Osbourne and Scary Spice, aka Mel B, aka Melanie Brown.

Entourage star Jeremy Piven had to withdraw because of filming commitments.

Jerry Hall and daughter Georgia May Jagger will be there on Oaks Day, along with Carmen Electra.

On Tuesday, the main stars will be the horses.

Singers Enrique Iglesias and Tina Arena will be there. So too will be Australian actor Liam Hemsworth, though girlfriend Miley Cyrus isn't coming.

There were high hopes that the 150th running of the Melbourne Cup would attract the Queen, an avid horseracing fan and owner.

"We were obviously hopeful but I think due to diary commitments, regrettably she's unable to come," Ms Salisbury said.

"But we'll have so many international visitors and guests here for the Melbourne Cup carnival this year and I'm sure she'll be watching from afar and take a keen interest in the carnival."

She arrived in style on a golf buggy just after noon; timing her arrival before the huge downpour that soaked the track.

But for those lucky enough to be invited to the exclusive enclosure; the rain was nothing more than a slight inconvenience as the marquees offered welcomed shelter.

In the Myer marquee, Dame Edna caught up with another glamourous gal who's made it big on the world stage, Myer ambassador Jen Hawkins.

"Jennifer, how beautiful do you look?" Dame Edna said
"Jennifer and I have always had communication over the years, she has always asked for my advice."

Always one to stand out, Dame Edna arrived in a multi coloured rain coat before stripping off to a shimmering pink sequined dress.

"I've got this wonderful coloured rain coat, I think my advice is to stay inside.

"You people at home are lucky. You can sit there and you won't be sinking in the mud as some of their ladies in their Jimmy Choos and their Manolo Blahniks."

She also praised the fashions at Flemington, despite the pouring rain.

"I think this is a marvellous opportunity for women to express themselves," she said.

"Aren't you sick of men in cargo pants with shaved heads and three day stubble? Or women in Crocs and tracksuits?"

Spice Girl Mel B was also the other big name in the Myer marquee.

In Lavazza, wild child Kelly Osbourne was in good spirits after a long flight from Los Angeles.

She praised the attitude of Melburnians at the races.

"I get invited to Ascot every day, but it's full of posh t...ts," she said.

"This is amazing.

"It was my birthday a couple of days ago and I didn't do what I normally do and that is have dinner with my parents, so this is great. I can have a party now," she said.

Other big names in the Birdcage yesterday included Erica Packer, Karl Stefanovic and Lisa Wilkinson in Lexus, Shane and Simone Warne alongside Andy Lee and Megan Gale in Emirates and Liam Hemsworth and Sophie Monk in Tapcorp.

The weather caused a minor malfunction in the Myer marquee, with a short black out stopping the music and service just before 2pm.

The most in demand was accessory was an umbrella, but they turned into a hazard in the Birdcage as everyone jostled for room.

For the A listers, the party continued well into the night at Myer's annual Derby After Dark party in South Melbourne.

She was joined in the Myer marquee by Mel B, Jen Hawkins, Rebecca Twigley, Brynne and Geoffrey Edlesten and Kris Smith.

The attention now turns to a busy Cup week full of big names, including Baywatch beauty Carmen Electra.

LOS ANGELES - Hollywood actor Nicolas Cage is reportedly facing legal action by US tax officials over non-payment $6.2 million in income tax.

The star has been accused of failing to keep up with his taxes in 2007 and Internal Revenue Service (IRS) officials have taken their case to a court in Louisiana, reports contactmusic.com.

IRS officials had filed documents against Cage in court July 14 and alleged that he had failed to pay the amount two years back.

Carmen Electra decided not to wear pasties as planned and instead went completely topless for her appearance in a Las Vegas stage show this weekend.

Tonight the 37-year-old former Playboy Playmate finishes a six night run in the Crazy Horse Paris show at the MGM Grand. Before the start of the shows Electra had planned to wear pasties over her nipples, but changed her mind at the last minute.

After the show Electra didn't regret her liberating choice, telling the Las Vegas Sun, "It felt so good. No one was expecting it. It was a completely last-minute decision."

Despite appearing in Playboy five times, Carmen had to work herself up to getting naked in public, "I started off with a bra – a big bra – and a larger-sized panty. Once I got here and had a chance to try on some of the costumes and get into some of the numbers, I decided to go with pasties, and then just yesterday right before the show ... I was just backstage and they put the pasties on and I thought, no, let's go without it, and I took them off and decided to just completely go for it."

Carmen, who will be starring in the show for six nights, attracted the audience by donning high heels, stockings and suspenders while cavorting on a sofa shaped like a giant pair of lips.
